Well, the cell law can be enforced by people being ignorant about it and remaining on the phone like an idiot after getting pulled over.

I ride a motorcycle and I have almost been killed by people on cell phones. I give them the old honk and the middle finger. If I am lucky enough t to meet up with them at a stop light I go off.
