Here's a few ideas:

-Go to a Kinko's. If you have a picture of him, make a flyer and have it say he's a newly registered sex offender and make sure to get it on every single utility post in the neighborhood.

-Go to a local supermarket or seafood place and ask for the left over fish guts. Spread it around the outside of his house and enjoy.

-Place an order from every take-out place in the area at the same time and send it to his house.

-This will take some covert action, but replacing his shampoo with Nair hair remover never gets old.
