Sort of. If your car is tagged by a speed or a red light camera, the ticket is mailed to the registered owner. It's the owner's responsibility to pay the ticket. If they don't, most states will suspend the registration on the vehicle after a period of time. Tickets issued by cameras do not issue points because they can not determine who was actually driving. Make no bones about it, speed and red light cams are installed for one reason and one reason alone: to generate revenue.

Virginia is absolutely ridiculous. If you get stopped for doing 20 miles an hour over the speed limit in a 65mph zone, you also get a reckless driving ticket, which can (and most likely will) result in the loss of your license.
