“It’s wet, it’s cold and it’s dirty, so it’s not going to stick very well,” Byrne explained. “Blacktop patches stick in the summer when you can clean them out. It’s dry, it’s warm, put some glue down to help the blacktop stick — we’ll, you can’t do that when it’s raining. So it’s temporary at best.
“My guess, if we get the rain tonight, this crew will be back out filling these (same) areas tomorrow,” he continued.
