are ball type lug wheels considered hubcentric or lugcentric?

its like a halfarsed lug not good for nobody.. :icon08: some oem wheels use dem and im thinking they are like a halfarsed version of a hubcentric wheel. hubcentric wheels use washer type lugs usually..
