Are high flow cats illegal in California ? I know test pipes are. I just want a less restrictive cat with more horepower

Technically it's illegal to touch your OEM cat system. That's why when you buy them they clearly state for offroad use only.

Anything without a CARB sticker in CA is going to be technically illegal. I don't think any HFCs are CARB certified.
