What exactly does OFF ROAD USE ONLY mean? Will it pass inspection in Texas?

Off-road means for non-street usage (unless otherwise mentioned per your state).
Will they pass in Texas? Technically no.

they should make an option to have the lower half of the factory cats heatshield bolted to the bottom of the header. that way they would have to shove a sniffer in the tail to figure it out

Most states who have any requirement do the sniffer test already, Texas does not luckily. Texas does a computer check and visual inspection of all systems, but even at that many shops do not have a lift so they never can actually see under the car. They will just plug in OBD-II and verify lights, blinkers, etc. are all in check.

they do a sniffer test in houston and the eight surrounding regions/areas. (or at least the last place i went) im sure its up to the shop. i had replaced an O2 sensor and tryed to get it tested before putting enough miles on the car before the sensors were reset and didnt pass. had to drive around for about 100 miles then i passed.

For 95 and older they do sniffer tests because of OBD-I, but for OBD-II they just use the ECU to check instead.

How much louder will my car be if I order these headers over the hfcs? I have the 18" Carbon Exhaust. I know its the quietest exhaust but I ordered it because of the recommendation by Tony cus I planned on removing the cats. If it will be twice as loud as it is now and louder/less raspy then the hfcs I'll def be more then happy.

So I see that you are all keeping busy talking about nonsense until the header talk flares back up.

UPDATE-

As of today, still no tooling. It is supposed to arrive late this week or early next. I ordered the tooling back in December to prevent delays like this but some things are out of my control.

On another note,

Kolya is driving down from Las Vegas next Monday to have the 1st and only custom pieced together set built out of the jigs. It will take me the better part of Monday to have them installed but I am sure he is more than willing to give all of you his feedback. Especially after the 300 mile drive back to Las Vegas.

Yeah, I was thinking about maybe having to switch to MR Blue, since I couldn't find a black one anywhere. Then when I was at the dealer on Monday, I saw a Black Cherry one in there. Granted it was inside, but it still looked sweet. If it was available for base models I might have considered it...
