The previous one was the passenger side tip, this is the drivers side. Slight better but still smaller diamater. Also I notice a tiny tiny tiny whole in one of the welds. About a hair thin

No, it won't affect performance; too far down stream.
Do you know what type of material the smaller pipe is made of. If it's regular steel you can potentially have rusting issues down the road. Also, looks as if he just tack welded the tips on.
