rear tail light side marker or whatever its called

Quick question, is there supposed to be one red LED near the corner of each rear tailight closest to the fender?

I was installing a pair of license plate LEDs and noticed the back lights dont have these, perhaps they only come on when in D?

I was under the impression US spec ones have these for legal reasons. So that if you are backing out at night there is a red dot visible from the side.
