Default 2013 wiper cowl question

Ok white collar problem, curious if anyone else has the same. When washing my 370 the driver side windshield wiper cowl fills with water right around where the wiper arm attaches drivers side only. Seems there should be a drain there but I don't see one. Anyone else have this issue? If not I'll pull the cowl and see if perhaps there is supposed to be one. I can't imagine nissan would decide to just let his fill with water.

I easily cleared the water out, but what was odd is that it was a lot of water. Like entire wiper shaft and arm submerged. Seems odd.

Check the 'sploded diagrams in the FSM and see if there is a drain that might be stopped up.
