Does anyone know how to remove the panel on the side of that bar? I am trying to fix a rattle that seems to be where that bar is against

Does anyone know how to remove the panel on the side of that bar? I am trying to fix a rattle that seems to be where that bar is against the car or panel... Any help would be great. I would think that bar is removed to be powder coated??
