Is it possible to have the ac in off position and the vent shut off?

Hmm, this might be a long shot, but you could set the temp knob to the ambient air temperature in the cabin, and then turn on the auto mode. This

This might just recirculate the air already there, with minimal conditioning. I know it's not completely off, but if you just want the fan, that might be something to consider.
