Front tire deflector came off rivet. How to fix?

That's odd. Mine has two bolts, and one rivet. Of course the camera focused on the bolts, but you should be able to tell what's going on. That's supposed to

Of course the camera focused on the bolts, but you should be able to tell what's going on. That's supposed to be a bolt as well? Good news is I was able to get it back on. It took a little work and a small screwdriver, but I was able to stretch it back over.
