Removing bolt holding front bumper and fender tight(Low Car)

For you guys that are low, what approach did you use to remove that bolt holding the front bumper to the fender and finding a replacement? I dont want those

I dont want those quick release ties or whatever they are but I dont think, what I have here, will work. Any suggestions on how to keep the fender and front bumper firm against each other, without a bolt connecting the two, would be great.
