So am I wrong in assuming that with a battery pack connected to OBDII port and the negative battery cable disconnected that the engine sensors will not have juice? I

So am I wrong in assuming that with a battery pack connected to OBDII port and the negative battery cable disconnected that the engine sensors will not have juice? I always thought the memory saver to the OBDII just supplied power to the ECU.
I am talking about using a cable like this to hook up a portable jump starter to the OBDII port. Have done it for years with my Hondas...
