Did you try placing in the fob in the slot? It doesn't sound like steering lock if it's intermittent like that. If you are able to get it into "ACC"

Did you try placing in the fob in the slot? It doesn't sound like steering lock if it's intermittent like that. If you are able to get it into "ACC" it also means the car is reading the fob just fine. You usually get a warning on the left lcd if the fob isn't being detected.
What kind of battery did you replace it with? Double check & make sure it has enough cranking amps. I think it's something like 750 cold cranking amps minimum. I don't remember.
