It shortens the final drive ratio for the car. IIRC, the Z has a 3.69 final drive ratio from the factory. Moving to a 4.08 gears the car roughly 10% shorter, requiring more revs to maintain the same speed.
The benefit to this is bringing the car into the powerband much quicker, making it feel much peppier and "ready-to-go" It's pretty nice on a lot of road courses because it will let you spend more time in 3rd gear without needing a downshift to 2nd.
