How to replace headlight ballast

I'm pretty sure my ballast is bad. I have to toggle the headlights on/off a couple times and then the driver side headlight turns on. I tried to replace the

I have to toggle the headlights on/off a couple times and then the driver side headlight turns on. I tried to replace the ballast but could not get to the screws to remove the old one. Anyone know how to do this or knows of a video?
