I would say no at first by looking at this picture, but it might though with a little custom work. On the iPod 4G, yes you need wifi, I think

I would say no at first by looking at this picture, but it might though with a little custom work. On the iPod 4G, yes you need wifi, I think the idea is it 'works' since it can use the apps from the iPod touch, minus anything needing data connection.
