OEM / Stock Catalytic Converters (cats)

2009 Base Z
Moved to San Diego and now my FI HFC's won't pass emissions testing. Looking to buy or trade (13k miles on mine).

I have some OEM cats from a ‘10 with ~60k miles on them. I’m in AL but they are not on my car so I could ship first if you want to trade or I can sell.

I'm curious why the FI hfc wouldn't pass? They didn't do a sniffer test did they? Did they visually look at them and determine they weren't stock?

I haven't done the actual test yet, I've just heard that the HFC won't pass California's smog test. But I'm mostly worried that if I try to sell my car in the coming year that having aftermarket cats will cause headache and I'll end up having to do this anyway.
