European countries impose a much higher tax on gas than the US (something like 6 times as much). It has been very effective in limiting consumption, and increasing sales of small cars (and their small cars have even better economy/less power than our versions here).

Americans have short memories. When gas was high about 3 years ago people complained bitterly, sold their SUVs and kept bugging me at the pump asking me how many MPGs my MINI Cooper got. As soon as prices dropped, well hello Escalade!

Now on to potholes: They should indeed burn in Hell. Then magically fill themselves.
