You can't get 93 in some parts of Kansas because it is way above sea level. As you go higher, air is thinner and therefore requires less octane to burn. That's why your car probably runs at less HP than people at sea level regardless if it is 91 or 93.

Btw I did see it in Topeka, KS. I didn't see it in Selina
