I don't think I ever heard the sock thing. I don't think I ever thought about weather they are darker or lighter than the pants as long as they match.
As for the undershirts, it can be tough to ask a dude in Phoenix to wear a full short sleeve shirt, a long sleeve shirt on top of it, and possibly a jacket with the heat here.
