Not sure if the pump is inside the tank. Note that by practice, it has been highly recommended that you should never attempt to use all gas in the tank. In other words, try not to run out of gas. In a few years, you will have gunk in the tank and this gunk will interfere with your pump and filter. This is the reason that, in addition to be earthquake-ready, I alwas fill up once I get 1/4.
