We're not required to collect it, niether FedEx or STILLEN. No bill is going to come for it from anyone.

Technically it would be your responsibility to proactively pay the PST for your province. Similar in the US when buying product from a different state, no state tax is charged.

In the US you're supposed to put it on your state tax form as use tax, and I'm sure someone actually does.
