that is definitely an undercure issue. completely stripping or just scuffing the wheels before coating really doesn't make a difference. I have a set of track wheels for my corvette that I did zero prep to just to see how they would turn out and hold up. Just took them out of the box and coated over the factory paint, and they went through several tire changes without a problem.

Yours however, are definitely not fully cured. The first set of wheels I ever did for a friend had that same problem, and I learned they take a good amount of time to come up to temperature, so they have to cure a little longer than most things.
