No, you dumb@$$, he should NOT. While inflation, and subsequently the cost of living, has gone up, if you increase min. wage too high too fast, this will do more harm than good. You will severely cut employment AND you will have 1 person doing 4 people's jobs simultaneously.

EDIT: And this Galloway character is supposed to be a professor at one of the most prestigious schools in the country?
