With various VAG interests in joining F1, along with others (the Andretti move isn't exactly out of the blue), they should have pressured F1 to up the dilution penalty from 200M back at the signing of the last concord agreement in 2021.
Suddenly claiming that this figure isn't enough, and wanting 500 or 600 million out of the blue isn't really believable.

Not sure how committed Cadillac might be, or how deep the Andretti pockets are - do they realize the cost of racing in F1 is a lot different from the spec series they spend most of their life running?

With their only allies being Alpine (who is proposing to sell them engines) and McLaren (Zak has apparently been a partner in some Andretti ventures), they're facing an uphill battle. They'll need to get the support of at least one of Ferrari and Mercedes in order to pull this off. And I cannot think what the benefit to either team would be. It's not going to cost them, either, but they appear to be dead set against the additional team for the moment.
