The most likely machine the dealer is referring to is the CONSULT-III machine and is only used as a super sophisticated data logger in the transmission flush process.

The proper fill level for the 7AT transmission fluid is based on the volume of fluid at a specific temperature. The temperature of the fluid affects the volume since it expands as it heats up. There is not an easy way to get a trans fluid temp readout without the CONSULT-III machine hooked up to the car. It can cause issues if overfilled or underfilled so it's best to have a good idea of the fluid temp when doing a flush.
