I have a Trek 990 MT bike. It's an older cro-moly frame. The ride is between the flexy Ti frame and the stiff aluminum frame. Carbon frame are a different animal. They can be anything from flexy to down right super stiff. The other thing is tire size. 26" or the new 29".
The stand over height is an old school measurement style. It's actually based more on seat tube length. A good bike shop will be able to properly fit you.

Aluminum frame is the way to go, especially since he'll probably be mouting the battery pack on the downtube.
