your oil temperature does not trigger the radiator fans. It takes some time of idling to get the fans turned on. If your coolant temperature does not move past half then it should be fine. If it goes past middle and fans still dont engage then you would have an issue. By turning on the fans using the AC gives another good indication that the fans are working properly.
