The plate bypasses the cooler when the oil is cold (the oil flows straight through the plate). As the oil warms up, more and more of the flow is sent through the cooler. During colder weather, you may want to block some of the air flow over the cooler as few, if any, plates will completely block flow to cooler (no positive shutoff).
