I would include lugs, they are not the best quality but i will if the buyer wants them. Yes they include tires, they are almost brand new probably 500ish miles on them. I ran a 2.5mm spacer for the front to clear the brakes(because I painted my brakes, if they weren't painted i don't know if i would've had to run a spacer) . As with any wheels near or at flush like these, you will have to roll your front fenders if you are lowered more than an inch.
