Ancient forest, area 1. Just past the Aptonoth on a little ledge. You only need 1 track. Then quit the expedition and the admiral will be right in front of you after loading to the tradeyard.
I HIGHLY recommend finding a full server to do the run in. He hits like a truck and has a crap ton of HP.
