I think the problem is that it's steadily getting worse. It's still better than most other shows on right now, but it's been in a decline. The first season was great, then AMC fired Darabont and cut the budget. Since then, it's been solid, but slowly getting worse. They've really shot themselves in the foot with the format of 55 minutes of slow show, ending it on a WTF moment and suckering you into tuning in next week. Between that and 3 filler episodes for every good one, it seems like they don't have enough good material so they ration it out slowly.

One major issue is that they keep killing the interesting characters, and replacing them with really underwritten ones.

The other issue is that so few people actually make rational decisions. Who really would have left Rick in charge by this point? At different points in the last few seasons he's either losing his mind, losing his balls, getting his people killed unnecessarily.
