I think that's what's happening. The stealership needs to have their feet held to the fire over this, joyriding in a car with unsafe brakes is a lawsuit waiting to happen. Would they still have claimed 'no responsibility', if their 'techs' had wrecked the car and totaled it? Asshats...
Isamu might have to look outside of Minot for a lawyer, it sounds like the lawyers in Minot are in bed with the stealership....
