Given OPs location, I'd almost bet that it's summer tires that are like hockey pucks below 40 degrees. They don't turn well, and when it's cold outside, they just skid at low speeds. Mine made this noise when I was running Blizzaks on the back and the factory Advans up front. Sound goes away when the outside temp gets above 40 degrees.
