Pulling the fuse disables the steering lock and preventing it from seizing up on you, like it is now. You should be pulling the fuse Before it goes into locked down, not AFTER!

What you can do now locate the steering lock unit. Give it a few good whack with a rubber mallet to get it to release first, then pull the fuse to disable the system and keep it from happening again.
