My earlier point was that any fine you received probably wouldn't leave the state with much profit if the plane was following you for "a while." What is a while? 5 min? 10 min? longer? (Rhetorical question)

Figuring the pilot's time, the time of the officer on the ground, the costs of running the plane and the patrol car, plus all administrative costs, and $169.50 doesn't seem to leave much for the state coffers. But at least they can claim some justification for keeping the plane in the air
