The Main difference is that the Red Velvet is a matte finish, and Candy Red is gloss. Both are two stage powdercoats with a silver base and translucent red topcoat.
Although I'd also say the Candy Red is a darker/richer red, and and the Red Velvet is a softer/lighter red.
