Dont scrub it! Its gonna leave scratches on your car.

Try using meguiars gold wash. Wash your car under the shade, soak your car with soap until the suds disappear a little bit and wash it down.

Use claybar, if it wont work just wait till you wash your car 3-5 times and see if the spots disappear by then.

If it wont work use a harsher soap like a diluted dawn dishwasher soap and it might come off, but beware it's gonna strip all the wax/sealant and oils that you applied in your paint. Make sure to put wax/sealant on your car asap after the harsh wash.
