I used a buffer, wool pad, and some compound that I got at a local auto parts store (it's been many years ago and I don't remember any brand names). But I wasn't trying to get a "factory fresh" look; all I wanted to do was get rid of the sparkles.
Junkman2008 is the resident paint/polish guru, see if he has anything on windshields. If he hasn't covered it, I'd try Googling "windshield chip repair" or similar.
