Have you tried some liquid wrench or other penetrating oil? Let it soak in and see if it helps

If that still doesn't help you don't have much options But to go for it and prepare to have it down till you get it repaired.

I hate to deal with exhaust bolts or sensor for this reason, sometimes they don't come out like they're supposed to, and make it harder than it needs to be.
