Here's a couple of photos I took from when I adjusted mine.

First pic you can see the rubber stopper.
Second pic you can see a couple of parts shown in FireDan's post above.
Third pic is a close up of Part 44200.

I rotate the wheel hub until the hole is on top between the upper two studs. Use a flat head screwdriver and click up until it the drum tightens. Then click down a few times to back it off.
