Rays only appears to do 19"s in 9.5 and 10.5 widths. The stock tires would look a little stretched on those rims, but they will fit. As for offsets, The fronts should be +22 and the rears should be +12. The documents don't list any other available offsets. I have +22 on the rear and definitely need spacers to flush the rims.
I just used stock offsets and and took away the spacers he provided, since that seems to provide a flush look for him. He never provided info on being lowered.
