I attempted to touch up a spot on my base 18's. I would advise on not wasting the money for touch up paint. Best thing to do is just wait until you can afford to have the rim professionally fixed.

touch up paint is pretty much crap to start with, then attempting to color match the OEM wheel color will never be perfect and you will likely end up with a scratch that later becomes more noticeable because it is now a shade lighter or darker with some blobs from the touch up paint.
