You're saying that there are no connectors at all, or just the relays are not there?
If the plug sockets are there, then you can still tap them for the needed power signals.
However, if neither connector is present, then you could pick up any power source that is live when the ignition is turned to the "ON" position. The potential downside is that without the DTRL line to cut power when the headlights come on, the running lights will stay on all the time.
