You are correct. It is a line level converter. only speaker level inputs on this unit, which is what the OP is after, I assume. After some thought, I seem to recall another thread on this subject where one of our members had previously worked for Audio control, and said that there was a switch or something inside the unit that would allow it to take low level signals as well. Makes sense, since that is what the unit needs to do anyway......I guess the switch merely bypasses that function.
