Sounds to me like a hole in the suction-side piping of the pump. When the pump is running, it is sucking in air and producing the bubbles in the reservoir. When the pump is not running, the hole leaks.

I'd check all the suction-side fittings/connectors first and then start looking at the tubing/hoses.
