Here we can move in/out anywhere. But it's a general knowledge that the HOV lane is NOT the fast lane nor passing lane - it's a cruising lane (unless HOV rules are in effect (Mon-Fri 6-9a, 3-7p must have 2ppl), then I do use it as a passing lane when no cops are around... sometimes.
